DRAFT PROHOUSING APPLICATION

The Prohousing Designation Program is administered by the California Department of Housing and Community Development (HCD). The Designation is awarded to cities and counties that have policies and programs in place to support affordable and market-rate housing production and preservation. Obtaining the Prohousing Designation would enable City housing and transportation projects to earn additional points on certain competitive funding applications. It would also enable the City to apply for a limited amount of incentive grant funds from HCD to support housing.

  • Housing Element and Annual Update to the Housing Element: Housing Element establishes programs, policies, and land use strategies to meet San José's Regional Housing Needs Allocation (RHNA). The Annual Update to the Housing Element is a report to HCD that measures success in achieving goals established in the Housing Element.
