Consolidated Plan Updates 

The City of San José has published its draft 2025-2030 Consolidated Plan. It will be available for public comment until May 31, 2025. The Consolidated Plan is expected to go to HCDC for review on May 8, 2025 and to City Council for approval on June 3, 2025. Meeting Housing & Community Development Needs 

San José receives entitlement funding (i.e. non-competitive, formula funds) from the U.S. Department of Housing and Urban Development (HUD) - CDBG, HOME, ESG, and HOPWA. By federal law, the City is required to create five-year Consolidated Plans that define funding priorities and strategies for the use of these funds from HUD. The City also creates Annual Action Plans that define annual budgets and performance targets that ensure the City will meet its five-year Consolidated Plan goals. Each year, the City also creates a Consolidated Annual Performance Evaluation Report (CAPER), assessing the actual uses and outcomes from the use of these funds.

2020-25 CONSOLIDATED PLAN & ANNUAL ACTION PLANS

The City Council approved San José’s Final 2020-25 Consolidated Plan and FY 2020-21 Annual Action Plan at its August 11, 2020 meeting. These plans govern the use of funds from the U.S. Department of Housing and Urban Development. The Consolidated Plan's priorities and activities are based on needs determined by analysis of the City's needs, feedback from public outreach, and alignment with the City's priorities.
