Performance Reports

San José receives entitlement funding (i.e. non-competitive, formula funds) from the U.S. Department of Housing and Urban Development (HUD). By federal law, the City is required to submit a Consolidated Annual Performance Evaluation Report (CAPER) on the performance of HUD funded programs.

The CAPER is an annual report that evaluates the City’s success in meeting its goals that are described in its Five-Year Consolidated Plan and in its Annual Action Plans. The CAPER also reports on the City’s success in hiring or providing contracts to its low-income residents (Section 3 and Minority / Women-owned).

Public Notices

The City of San José has prepared and uploaded the draft 2024-2025 CAPER. The draft CAPER is available on this Housing Department website for public review and comment. Comments will be accepted through September 23, 2025.
