About LIVE San José
The Lower Income Voucher and Equity Program (LIVE San José) is a public-private partnership between the City of San José and property management groups to create middle-income workforce housing opportunities.
The City of San José is launching the program by master-leasing 197 apartments at 10 East Reed St., which will be offered with a subsidy of approximately $300 per month, or $3,600 across 12 months.
The interest form is open to households who meet the eligibility requirements, with a preference given to public employees, including people employed by the City of San José, Santa Clara County, SJSU, and other public entities.

How the LIVE Program Works
Approved by City Council in February 2026, the Lower-Income Voucher and Equity Program is an innovative housing solution that leverages vacant units in downtown San José buildings to provide workforce housing. It avoids the typical upfront costs of building affordable housing from the ground up by master-leasing apartments that would otherwise be sitting vacant.
The City of San José acts as a master lease holder for a number of market-rate units which are leased to qualified local workers at below-market rents. Those rents eventually align with market rates over the term of the agreement. In exchange, the City receives an equity stake in the building, with the option to exit and get its investment back after five or 10 years – meaning this program is potentially cost-neutral.
Local workers, with preference to public employees, are given an opportunity to live downtown, cutting commute times and bringing them closer to the communities they serve and the amenities of downtown living.
