IT Innovation Hub
The San José IT Innovation Hub is a streamlined platform to review and manage creative solutions proposed by vendors. Through this hub, the City can remain at the forefront of industry advancements, stay informed about emerging innovations, and identify opportunities that can enhance City services and improve operational efficiency.
INTAKE FORM
Each month, the City’s Information Technology Department (ITD) will review proposals of innovative solutions from vendors eager to address and solve the City’s challenges or concerns. If you wish to participate, please complete the City's IT Innovation Hub’s Intake Form. Responses will be reviewed and shared internally to assess interest in scheduling presentations with City departments. If your organization is currently involved in, or under consideration for, any existing City of San José process or competitive engagement, your presentation must be postponed until that process concludes.
Evaluation Process: Notification for accepted pitches will be based on number of submissions received. Selected submissions will be scheduled at virtual, monthly IT Vendor Days.
Evaluation Criteria
As part of its commitment to openness and transparency, the City will apply the criteria below to evaluate submissions and identify solutions that best align with the City’s most pressing needs and/or demonstrates exceptional creativity. Vendors whose proposals are selected will be notified and invited to advance to the next phase.
Business Solutions & Process Automation
- Supports the City's Information Technology 3-Year Strategic Plan (2023–2026).

Leverages modern technology to improve productivity, operations, and decision-making.
- Integrates with current systems and demonstrates strong potential ROI.
- Prioritizes user-friendly design and long-term scalability.
- Preference for cloud-based or hybrid models and innovative technologies (e.g., AI/ML).
- Must comply with the City’s AI Policy, including prohibited uses.
- Must comply with the City’s Data Governance Policy.
Infrastructure Operations & Support

Aligns with ITD’s infrastructure roadmap and strategic goals.

Compatible with the City’s environment (e.g., Azure, Microsoft tools).

Designed for scalability, cost-effectiveness, and integration with existing tools.

Preference for modern architectures such as IaaS and PaaS.
Cybersecurity

Solutions are assessed for data security, compliance, and resilience.

Evaluations cover encryption, identity management, auditability, and integration with the City's cybersecurity tools.

Vendors are expected to follow best practices in security standards, risk mitigation, and incident response.
Privacy

Solutions are expected to protect resident privacy and demonstrate clear public benefit.

Must support data transparency, performance monitoring, and data retrieval.
