Community Stabilization and Opportunity Pathways Fund Commission
OVERVIEW
The City of San Jose is reactivating the Community Stabilization and Pathway Fund Commission to distribute Google’s $5 Million community benefits payment for community stabilization and economic opportunity programs.
The Community Stabilization and Opportunity Pathways Fund Commission (“Commission”) consists of 13 voting members and one alternate member. The Commission is responsible for guiding the Community Stabilization and Opportunity Pathways Fund (“Fund”).
The Fund is the largest component of the community benefits outlined in the Downtown West Development Agreement. The Fund is intended to uplift under-resourced communities in San José through these two program areas:
- Community stabilization (e.g., preventing the involuntary displacement of residents, communities, and small businesses through affordable housing preservation, rental assistance, and similar programs).
- Opportunity pathways (e.g., increasing economic security and educational attainment through training programs, support services, entrepreneurial assistance, and similar programs).
To date, Google and the City distributed $7.5 Million from the fund. Google made a voluntary, additional payment of $5 Million that will be distributed by the Commission over the next three to five years. Several steps need to be completed before the additional grants can be distributed from the Fund, including onboarding Commissioners to fill vacant seats, selecting a third-party Fund Manager, and preparing a Strategic Plan. Following Council approval of the Strategic Plan, the Fund Manager will coordinate with the Commission to administer the grant process for Google’s $5 Million early payment of community benefit funds.
Meetings Agendas and Minutes
Currently, there is no regular meeting schedule for this Commission. It is anticipated that once the Commission has been reactivated, meetings will occur every 2-4 months.
