What is the children and youth services master plan?
The Children and Youth Services Master Plan is the City of San José’s comprehensive, multi-year roadmap for improving outcomes for children, youth, and young adults. The plan aligns City and partner efforts to expand opportunities, address inequities, strengthen coordination across systems, and prioritize the needs of historically under-resourced communities. As a living framework, it guides collaborative action, supports transformative systems change, and advances the development of a seamless “no wrong door” system of care.
