Opioid Overdose Prevention Grant Program

WHat is the Opioid Overdose Prevention Grant?

The City of San José, in collaboration with County partners, supports efforts to decrease opioid poisonings and deaths including enhancing linkage to care for people with opioid use disorder and risk for opioid overdose, partnering with public safety, and implementing other innovative prevention activities to support public outreach and education.

On July 21, 2021, a settlement was made by opioid manufacturer Janssen Pharmaceuticals and the “big three" distributors, McKesson, AmerisourceBergen, and Cardinal Health to resolve their liabilities in over 3,000 opioid crisis-related lawsuits nationwide.

The Parks, Recreation and Neighborhood Services Department will be using its allocation of the settlement funds for an Opioid Overdose Prevention Grant for the 2026-2027 cycle (January 2026 – December 2026). Funds will need to be used to prevent misuse of opioids, prevent opioid overdoses, and social media campaigns that bring awareness to the community about opioid misuse and the risks of overdose.

Who Is Eligible to Apply?

To be considered for the Opioid Overdose Prevention (OOP) Grant from the City of San José, applicants must meet all entry criteria at the time of submitting a proposal. Applicants who do not meet all entry criteria will not be considered, and the proposal will not be evaluated for qualification.

Applicants must be one of the following entities:

  • A government agency
  • A private nonprofit agency with 501(c) (3) status

Service Location Requirements

Proposals must include locations in San José ZIP codes that experience high incidents of opioid overdose deaths, per the County of Santa Clara Medical Examiner-Coroner, Opioid Deaths Dataset.

In addition, there is a preference for services to be provided in other High Climate Locations which include Priority Neighborhoods. High Climate Locations are areas within the High Opioid Incident zip codes that have experienced the most youth crime, including gang-related activity, gang-related graffiti and school-based youth violence incidents.

How Can You Apply?

Proposals must be submitted via WebGrants by 4 p.m. on September 25, 2025. Late or incomplete proposals will not be accepted.

Agencies interested in funding must demonstrate experience providing services to the population and communities described in Sections 2 and 3 of the General Information and Requirements document attached below.
