Neighborhood Center Partner Program

Since 2008, the City of San José has partnered with nonprofit organizations to offer valuable services at local neighborhood centers. Originally established under the Community Center Reuse Policy (Council Policy 7-12), the program has provided organizations with rent-free access to City facilities in exchange for services that benefit San José residents.

Now called the Neighborhood Center Partner Program (NCPP), the initiative aims to expand access, improve programming, and deliver high-priority community services through strong partnerships. Neighborhood Centers, formerly known as “Reuse Sites,” are City-owned facilities where nonprofit organizations offer children and youth programs, family and senior services, health, and wellness resources, and more — directly in neighborhoods across San José. 

The City of San José Parks, Recreation and Neighborhood Services Department is currently accepting seeking partners to operate rent-free out of the NCPP Centers, including Gardner Community Center (an NCPP Center with a unique, one-time one-million-dollar operational grant). Request for Qualifications (RFQ) 

The City of San José Parks, Recreation and Neighborhood Services Department (PRNS) has launched a Request for Qualifications (RFQ) to identify new and returning partners for the Neighborhood Center Partner Program. This RFQ is a great opportunity to join a dynamic network of partners making a difference in our community.

The application deadline has been extended to Tuesday, August 5, 2025 at 4 p.m.

How to Apply 

 To register and access the application, please go to grants.sanjoseca.gov/index.jsp. Completed proposals can only be submitted online via WebGrants. Proposals must be submitted by 4 p.m. on Tuesday, August 5, 2025. The average time for a new WebGrants account registration to be complete is three (3) business days.
