Remote Procedures for Permits, Plan Review, Inspections, and Code Enforcement During COVID-19

In response to Santa Clara County's Public Health Order issued April 29, 2020, the Permit Center remains closed to public visitation. We are working remotely to continue important services while protecting the health of our employees and customers. Thank you for your patience. 

Please view the table below to identify how to contact us for the development services that you may need. These procedures are in effect through May 31, 2020 or until further notice.

Accessory Dwelling Units (ADU)

Visit for general ADU permit information. Email for questions or to schedule appointments, which will be held remotely.

Over-The-Counter (OTC) projects Email You will be instructed on how to digitally submit your application and plans (if they're needed). We will review your OTC project with you by phone or conference call. 
Plan Intake Email for questions and for instructions to submit plans electronically. We’ll provide comments on the plans to you by phone, email, and teleconferencing.
Express Appointments Current appointments are cancelled. We will contact you to reschedule with instructions to submit plans digitally for Regular Review.
STI & ITI Appointments Email for an appointment. You will be instructed to submit plans digitally. We will meet via teleconferencing.

Building Inspections




The April 29, 2020 County Order now allows all construction projects to proceed, subject to the following safety protocols:

Complying with these protocols is essential to the safety of workers, inspectors, and anyone entering or leaving the project site. Inspectors will use safety gear and social distancing during inspections. Schedule inspections at

  • Imminent hazards to health and safety in housing or buildings
  • Sewage leak in yard creating public risk
  • In-progress removal of ordinance-size trees
  • Swimming pools without secure fencing
