Envision San José 2040

The Envision San José 2040 General Plan establishes a four-year review cycle, providing opportunity to evaluate the City’s progress toward key goals and make any necessary adjustments to the General Plan. This four-year review includes public meetings of the Envision San José 2040 Task Force, the Planning Commission, and the City Council. 

The Task Force and decision-makers completed the first review cycle in 2016, and the second review cycle was completed in 2021. You can review the task force information, meeting descriptions and agendas, and other details for each cycle in the accordion below.

The City of San José is now preparing for the third review cycle in 2025. Pursuant to Goal IP-2 of the Envision San José 2040 General Plan, the City of San José is required to review its progress toward the General Plan goals every four years.

4-Year Review Cycle #3 Task Force

The Task Force convenes every four years to assist Planning Division staff in evaluating the City’s achievement of General Plan goals over the past four years and to make mid-course adjustments to the General Plan. At the end of the review process, the Task Force makes recommendations, first heard by the Planning Commission and then by the City Council for approval or further discussion.

For the 2025 Four-Year Review, in lieu of reconvening the original Task Force, the City Council approved the scope of work for the review and a General Plan text amendment (GPT25-002) to designate the Planning Commission as the Task Force for the 2025-2026 four-year review process. 

TIMELINE

The table below shows Task Force meeting schedule. The first meeting is scheduled for Oct. 15th, 2025. Meetings will be held on Wednesdays, 6:30 p.m. - 8:30 p.m. in the Wing Rooms 118-120 at City Hall (200 East Santa Clara Street, San José, CA 95113). General Plan 4-Year Review Informational Meeting

An informational webinar was conducted on December 15, 2025, in which Planning staff discussed basics of the General Plan and how the General Plan 4-Year Review will take a look at the city’s growth and changes.

Twenty-nine members of the public participated in this webinar. Comments received included: how housing growth will be balanced with employment land preservation, the relevance of long-term job growth given current market conditions, the need to better align overall growth intensity with available transportation infrastructure and existing community amenities including parklands, concern about the compressed timeline for public input and lastly, support for advancing Missing Middle housing that also increases homeownership.
