Mobilehome Park Designation

A proposed new General Plan designation

San Jose has nearly 60 mobilehome parks. Some of these — particularly the larger parks — may be at risk of being converted to other land uses. In addition to the City's Mobilehome Conversion Ordinance, another form of preserving mobilehome parks and protecting residents from displacement is being considered through a new General Plan land use designation for mobilehome parks.

Proposed Mobilehome Park Designation & FAQs

At public hearings by the Planning Commission on February 12, 2020 and by the City Council on March 10, 2020, the commission and council will consider adding a new Mobilehome Park land use designation to the City’s general plan. Land use designations establish the broad uses allowed on a property – such as residential, industrial, commercial, or open space, for example. This differs from a zoning district, which sets forth specific requirements for height limits, setbacks, and other development standards. 

If the Mobilehome Park designation is approved and applied to specific parks, a land owner who wishes to convert a mobilehome park to any other land use would need to apply for a General Plan amendment. This process gives the City Council considerable authority over the future use of the lands that are the subject of the amendment.  

Will a Mobilehome Park designation prevent a property owner from selling, closing, or redeveloping the park?

No. However, to proceed with a new use, an owner of land with this designation would need the City Council's approval. Additionally, the owner would need to meet the requirements of:

Are there plans to apply the new designation to any mobilehome parks in San Jose?

Yes, City staff are proposing to the City Council that the designation be applied to these two parks:

Are any mobilehome park owners applying to close a park?

No, as of January 2020, there are no applications filed with the City to close a mobilehome park. 

What is the City doing to protect mobilehome parks?

The City's Mobilehome Conversion Ordinance works to protect mobilehome park residences from illegal conversions. It provides many protections for park residents, including protection from eviction. The ordinance requires the mobilehome park owner to:

  • Propose a new use for the land, which must be approved by the City Council.
  • Provide 60-days notice to residents of the mobilehome park, ahead of applying to the City to for a land use conversion.
  • Provide residents with the opportunity to negotiate the purchase of the park.
  • Provide residents with a comprehensive program of relocation and purchase assistance that may include a purchase option at the full in-place value of the mobilehome plus 24 months of rent assistance.

The proposed Mobilehome Park land use designation would provide further protections to the above ordinance by requiring review standards and City Council approval.

How can community members provide input?

The Planning Commission and City Council are scheduled to consider the proposed Mobilehome Park designation among other general plan amendments at public hearings on February 12, 2020 and March 10, 2020, respectively.

Community members can submit comments:

  • To the Planning Division – Send comments to Planner Robert Rivera at Robert.Rivera@sanjoseca.gov.
  • To their Planning Commissioner and City Councilmember
  • By speaking at the February and March public hearings. Residents and business owners within 1,000 feet of the Westwinds Mobilehome Park and Mountain Springs Mobilehome Park, will receive a postcard notification of the hearing dates.

Mayor Sam Liccardo and City staff will share information about the City's Mobilehome Park Conversion Ordinance; the proposed Mobilehome Park General Plan designation and how it can help; and other information.  Due to limited seating at the clubhouse, the invitation priority is for residents of the Westwinds park.
