Project Status:
Entitled units: Units that have received their land use approvals from the Planning Division. Projects that require land use approval must receive their Planning permit prior to the issuance of a Building permit.
Issued units: Units that have received their Building permit to begin construction. These units have been reviewed to comply with health, safety, and building code standards. Issued units are permitted units.
Permitted units: For purposes of the Housing Element, only units that have been issued a Building permit to begin construction are considered permitted units. Permitted units are issued units.
Finaled units: Units that have passed their final building inspection to ensure the unit complies with codes, approved plans and conditions of approval. Final units are ready for occupancy. Finaled units are also completed units.
Completed units: Units that have passed their final inspection and are ready for occupancy. Completed units are finaled units.

Building Type:
- ADU: Accessory Dwelling Units (ADUs) are a secondary housing unit that can be attached or detached and provides complete, independent living facilities for one or more persons, and is located on a lot with a primary residence. ADUs may also be within the living area of an existing dwelling (known as Junior ADUs or JADUs).
- SFA: A unit structure that is attached to another unit by a common wall. This type of unit is commonly referred to as a townhouse, half-plex, or row house. The shared wall or walls extend from the foundation to the roof with adjoining units to form a property line.
- SFD: A one-unit structure with open space on all four sides. This type of unit is commonly referred to as a single-family residence.
- 2-4: A structure containing two, three, or four units and not classified as a single-unit structure.
- 5+: A structure containing five or more housing units. These are commonly referred to as multifamily housing or podium housing used for apartments or condominiums.
- THOW: Tiny home on wheels is a type of ADU that is at least 150 square feet and no larger than 400 square feet. It is parked on a parking pad and can be moved.
Growth Area: Identified by the City's General Plan as an area designated for growth and housing.
Housing Element Inventory Site: A site of the City's Housing Element that has been planned for a certain number of housing units.
Modular: Modular units are units built from standardized construction plans. Modular units are prefabricated units that have been reviewed and approved by the City.
Project Type: Project types include two categories - mixed use and residential. Mixed use projects include up to one-third of the project's total square footage for nonresidential uses. Residential projects are 100% residential and do not include nonresidential uses.
Tenure: Identification of the whether the units are planned for occupancy by renters or owners.
Type of Review: Entitled permits fall under two categories for review - ministerial and discretionary. Ministerial review describes a governmental decision involving little or no personal judgment by the public official as to the wisdom or manner of carrying out the project. If a Ministerial Permit meets all objective standards, the project is approved and is not heard at a public hearing. Discretionary review means approval or denial is left to individual choice or judgement. These permits are heard at a public hearing for the hearing body to approve or deny the project. Discretionary permits include Site Development Permits, Special Use Permits, Conditional Use Permits, and Planned Development Permits.
