675 East Santa Clara Street Redevelopment Project (MP21-001/ER25-144)

The Santa Clara County Housing Authority is proposing to develop the 4.19-acre project site at 675 East Santa Clara Street in the City of San José (Assessor’s Parcel Numbers 467-15-84 and 467-14-86). The site is currently vacant.

The proposed project would construct five residential buildings totaling 574,500 square feet that would provide a total of 564 units of affordable housing. The project would include two multi-family buildings and three senior affordable housing buildings.

The project would also include 5,800 square feet of commercial uses. The buildings would have a maximum height of 82 feet and have a floor area ratio (FAR) of 3.15. The buildings would include residential amenities such as courtyards, rooftop decks, balconies, and laundry rooms. The project would also include privately owned public open spaces in the form of a bike and pedestrian paseo and a plaza.

Project components include residential development, parking and site access, open space, landscaping and water controls, utility improvements, mechanical equipment, and construction.

Construction

The project would be constructed in two phases. Construction of Phase 1 would take place over an approximately four-year period (2026 to 2029). Construction of Phase 2 would take place over an approximately three-year period (2029 to 2031).

Waivers

The applicant seeks the following waivers under the California State Density Bonus Program, from the development standards of the existing General Plan designation, UVP land use, and zoning district for this project:

  • FAR of 0.03
  • Between 0 and 15 feet of rear setbacks.
  • No front stepbacks
  • maximum height of 82 feet
  • Zero to 13 square feet of private open space per unit
  • 50 to 75 square feet of common open space per unit

The total estimated project cost is $906,763,117. The Santa Clara County Housing Authority will be using Section 8 Project-based Vouchers for 289 units as authorized under Section 8 of the Housing Act of 1937 as amended. PBV housing assistance will be provided for an initial contract term of 20 years, with a possible automatic renewal of an additional 20 years, subject to annual appropriations from the federal government and SCCHA’s determination of compliance with the Housing Assistance Payment contract and other applicable HUD requirements for a total of 40 years. The estimated total funding for rental subsidy is $262,874,400 ($13,143,720 annually) for the initial 20-year term of the Housing Assistance Payment contract and contingent upon the availability of Section 8 funds as allocated by the federal government. Please note that the actual funded amount may be up to $5,000,000 more to account for market fluctuations.

The project will also use a total of $179,276,818 of Moving to Work funds.

This project was approved by the City through a ministerial process. The project applicant anticipates the use of federal funding from HUD Section 8 Project-based Vouchers Program and Moving to Work Program.  Thus, NEPA review was required for this project.
