Measure T Community Oversight Committee
On November 6, 2018, San José voters approved the Disaster Preparedness, Public Safety, and Infrastructure Bond Measure (“Measure T”) authorizing the City of San José (“City”) to issue up to $650 million of municipal General Obligation Bonds (“Measure T Bonds”) to finance the cost of land or improvement of land for projects that will upgrade public safety facilities to improve emergency and disaster response, repair deteriorating bridges vulnerable to earthquakes, repave streets and potholes in the worst condition, prevent flooding and water contamination including the acquisition of land in the Coyote Valley for these purposes, and repair critical infrastructure.
Measure T requires the City Council to appoint a committee comprised of residents of San José to provide community oversight over the expenditure of the Measure T Bonds.
The responsibilities of the Measure T Community Oversight Committee (COC) shall include the following:
- Review the expenditure of the proceeds of Measure T Bonds to ascertain consistency with the voter approved purposes for the funds
- In connection with the review of expenditures of Measure T Bonds, review and forward to the City Council the City Auditor’s separate audit of the proceeds of the Measure T Bonds as well as the Director of Finance’s annual report on the amount of Measure T Bonds issued and the amount of ad valorem tax collected for each prior fiscal year ending June 30th; and
- Review the status of projects funded with the proceeds of Measure T Bonds and forward a status report on the pending Measure T projects to the City Council.

- Meetings are typically held three times a year on Thursday evenings: January, May and November at 6:00 p.m.
- Meetings are currently only being held in person at City Hall
