Pre-Final Electrical Meter Release Requirements

When an electric meter is needed prior to final electrical approval, the owner can request a Pre-Final Meter.

This option is NOT available for shell-only projects, speculative space-only projects, or projects that have not received issuance of permits as required for tenant improvements. For all other projects, follow these steps to request a Pre-Final Meter:

Commercial and Multi-Family Projects

  • The applicant has completed the Pre-Final Meter Request Form with the specific areas, and equipment requested to be energized
  • The equipment requested to be energized is completely inspected and approved
  • All conductors not complete are capped and deenergized in an electrically safe condition
  • The electrical room has a lockable door, with access to only the electrical contractor
  • There is adequate permanent lighting in the electrical room
  • The contractor has an adequate lock out tag out procedure on site
  • Any electrical approved for the temporary use of personnel shall have GFCI protection

R-3 Residential Projects

  • The applicant has completed the Pre-Final Meter Request Form with the specific areas, and equipment requested to be energized
  • The field inspector has conducted a final electrical inspection and all code violations and/or incomplete electrical items are noted in the correction
  • The equipment requested to be energized is completely inspected and approved
  • All conductors not complete are capped and deenergized in an electrically safe condition
  • Any electrical approved for the temporary use of personnel shall have GFCI protection

Complete and submit the Pre-Final Meter Request Form to the area field coordinator.

After the required inspection, a City Inspector will review the request. If approved, the inspector will issue a Meter Release, leaving one copy on the job site, and taking one copy to the Permit Center where staff will handle notifying PG&E of the approval.

The owner must contact PG&E no sooner than 2:00 p.m. on the day following the inspection to arrange for the meter installation.
