Planning Division

We review planning permits and engage the community on development proposals.

COVID-19 PROCEDURE: The Permit Center is now closed to the public until further notice, but our staff are continuing services. We are working remotely to process your permits, take in plans, and conduct plan review in order to protect the health of customers and employees. Please view our Remote Procedures page for information and instructions.


At this time, our in-person assistance and Planning phone services are not available. Please connect with us in the following ways:

  • For general planning/zoning questions or to submit a Planning application categorized for the 1st floor Planning counter, please email ZoningQuestions@sanjoseca.gov

  • To submit a Planning application categorized for the 3rd floor Planning offices, please use the Planning Appointments tool, and a planner will reach out to you and provide instruction. 

  • For customers with questions on active projects, please email your project manager. Project managers are listed on active permits that can be found by address or Project Reference Number at www.sjpermits.org. All staff email addresses are firstname.lastname@sanjoseca.gov
