Pursuant to Policy IP-3.1 in the Envision San José 2040 General Plan, the City holds one Annual Review hearing per year for the Planning Commission and City Council to review and consider privately-initiated amendments to the General Plan. The Annual Review is used to understand the comprehensive impacts of all proposed General Plan Amendments on transportation, the environment, job growth, housing supply, and the City’s fiscal health, among other topics. General Plan Annual Review hearings are tentatively set to go to the Planning Commission by September and City Council by November of each year. Therefore, filing deadlines for General Plan Amendment applications must adhere to the processing schedule and filing deadlines below.
2020 General Plan Annual Review: Processing Schedule*
*This processing schedule only applies to a General Plan Amendment application. If other Planning applications are concurrently on-file for a site when a General Plan Amendment is on file, then the timeline to get to an Annual Review hearing may be longer. In this instance, the processing schedule will be determined on an individual project basis upon consultation with the Planning Division project manager assigned to the applications.
General Plan Amendment requests for the 2020 General Plan Annual Review should be submitted with a completed application and appropriate environmental documents -- most typically an Initial Study or Environmental Impact Report -- by 5:00 pm on the following dates:

Please note: If the proposed General Plan Amendment does not conform to the existing Zoning District on-site, a concurrent rezoning application is required with the General Plan Amendment application.

General Plan Annual Performance Review Report
The Annual Performance Review Report provides an update on the City's progress in achieving Major Strategies identified in the General Plan. Staff will prepare and post the 2019 Annual Performance Review Report during the Fall Annual Review Cycle.
