The City Council is the final decision-making body for General Plan Amendments, rezonings, Tentative Maps and appeals of Environmental Impact Reports. The Planning Commission serves as an advisory body to the City Council, although the Municipal Code allows the Commission to grant certain permits, such as Conditional Use Permits, without requiring Council approval. The City Council serves at the appellate body for those decisions. The Director of Planning, Building and Code Enforcement serves as the Secretary to the Planning Commission.
