Proposed changes to the US 101/Oakland/Mabury Transportation Development Policy Update to allow an alternate phasing plan for improvements to the US-101/Oakland interchange and US-101/Mabury overcrossing. For environmental clearance, the Transportation Development Policy Update relies on the Flea Market EIR and on the King and Dobbin Transit Village and US 101 -- Oakland/Mabury Transportation Development Policy EIR, as addended in 2009 and 2015.
