- Environmental Evaluation are included in the Development/Use Permit Application. City staff make an initial assessment on whether a project will clearly have no significant effect on the environment or require that the project to go through environmental review based on the information disclosed by the property owner or designated representative.
- Environmental Clearance: If a project is not exempt and has not already gone through environmental review, then this is the application to file. The application requests information that will be used in an Initial Study of a proposed project. An Initial Study is a preliminary evaluation of the potential environmental impacts of a proposed project.

Planning staff review the initial study prepared for a project. Based on the significance of the environmental impacts, staff determine whether a negative declaration can be issued on the project or if an Environmental Impact Report (EIR) is required. One of these documents must be completed before the project can be approved.
Consultants must work with City staff in preparing a scope of work early in the development review process if it has been determined that project will clearly have a significant effect on the environment. Final scope of work must be provided to the City and affirmatively approved prior to the execution of the contract. An application fee based on per hour review must be paid in full within 14 calendar days of the completed scoping review.
