Update – December 12, 2019: The Bay Area Air Quality Management District approved the Revised Asbestos Dust Mitigation Plan for Communications Hill 2, Phase 2 on December 4, 2019.
Update – November 27, 2019: Councilmember Maya Esparza is hosting a second community meeting to provide an update on the construction activity on Communications Hill. City staff and the Bay Area Air Quality Management District will be at the meeting to answer questions. Update – September 6, 2019: The City has received a Technical Memo from Golder Associates, Inc., a consulting firm with expertise in asbestos. Golder reviewed the methodologies used to analyze the air quality data at the construction site and compiled the health risks using this data, based on federal guidelines. Update – September 4, 2019: The City has Communications Hill Public Notice Asbestos English approved that KB Home workers may resume interior-only activities beginning Thursday, September 5. This interior work will occur only on the homes where the buildings are done, streets are paved, and the landscaping is complete. No digging or external dust is anticipated with this work.

The Communications Hill project site is located south of Downtown San José on the hillside area between Highway 87 and Monterey Road, northerly of Hillsdale Avenue and southeasterly of Curtner Avenue, in City Council District 7.
The City of San José approved the Communications Hill Specific Plan (CHSP) as a dense, highly urbanized, pedestrian-oriented residential neighborhood with industrial park uses. The proposed project at Communications Hill is designed in accordance with the parameters of both the Specific Plan and the Envision San José 2040 General Plan.
The current proposed project is the development of approximately:
- 2,200 residential units of varying densities and types;
- Up to 67,500 square feet of commercial/retail uses;
- 1.44 million square feet of industrial park uses; and
- Parks, play fields, open space, trails, streets, stormwater facilities, and other supporting infrastructure.
A school is also envisioned within the project development, but its construction is not included in the proposed project. The Communications Hill project is comprised of four phases of development, outlined in the table below.
Development History of Communications Hill
Since 1984, the City's General Plan has recognized Communications Hill as a valuable and unique opportunity to create a sizable, mixed-use urban neighborhood with commanding views in proximity to downtown, freeways, light rail, and Caltrain. In 1992, the City Council approved the Communications Hill Specific Plan on about 500 acres.
Of the roughly 4,700 residential units envisioned for the CHSP, approximately 2,500 units have already been constructed along with public infrastructure, including portions of Communications Hill Boulevard, various storm and sanitary upgrades, a fire station, and various parks and trails. The current project proposes to construct the remaining 2,200 residential units, as well as develop 67,500 square feet of commercial and 1.44 million square feet of industrial park uses.
Nearly 22 years after its original conceptual design, the urban neighborhood outlined in the CHSP is still relevant. The project continues to meet the goals expressed in the City's General Plan, including the promot smart infill growth, and complements the surrounding developments that have occurred since the plan was written, fulfilling the vision of the CHSP.
