Certified waste facilities divert at least 75 percent of construction and demolition (C&D) debris from landfill burial through a variety of means. The construction and demolition program has four facility certification types.
- Administrative Facilities: Handle only source-separated, non-solid waste materials.
- Transfer Only Facilities: Transfer C&D materials to another CDD certified facility.
- Transfer Station/Processing Facilities: Process mixed C&D materials in a processing area using physical separation like floor sorters, and are supported by dedicated heavy equipment separation such as front-end loaders.
- Landfills/Processing Facilities: Process mixed C&D materials in a processing area using a mechanical C&D processing line such as a sorting belt, and/or mechanical separation like a shaker screen, with support from dedicated heavy equipment separation such as front-end loaders.
The City verifies certified facilities through monthly reports and annual site visits.

Annual Certification Renewal
The City requires annual certification for all facilities under the San Jose's Construction and Demolition Program. To be eligible for certification during the next calendar year, certified facilities must submit the recertification application by November of each year. Both electronic or hard copy applications are accepted.
Please fill out and submit your monthly diversion report (Excel Spreadsheet) by the end of the following month.
